Booking PRM Assistance
Both Narita and Haneda airports provide free assistance for passengers with reduced mobility (PRM). You should request this service through your airline when you book your flight, or at least 48 hours before departure.
To arrange assistance:
- Contact your airline by phone or through their website when you book your ticket.
- Specify the type of help you need: wheelchair to the gate, boarding assistance, a meet-and-greet at arrival, or help with baggage.
- Confirm the request at least 48 hours before your flight if you did not include it in your original booking.
- Arrive at the airport at least 2.5 hours before departure for international flights to allow time for the assistance team to reach you.
When you arrive at either airport, go to the information counter in your terminal. Staff will meet you with a wheelchair (if requested) and escort you through security, passport control, and to your gate.
Electric Cart Service
Both Narita and Haneda offer electric cart (buggy) service within terminals for passengers who can sit in a standard seat but have difficulty walking long distances. Ask at any information counter or use the intercom stations located throughout the terminals.
Haneda Airport (HND)
Haneda is the closer airport to central Tokyo, located about 15 km south of the city center. It handles both domestic and international flights across three terminals. Haneda has won the Skytrax World Airport Award for Best PRM/Accessible Facilities for seven consecutive years, and it shows in the quality of its barrier-free design.
Terminal Layout
- Terminal 1 (T1): Domestic flights. Operated by JAL and partner airlines. All floors connected by elevators and escalators.
- Terminal 2 (T2): Domestic flights. Operated by ANA and partner airlines. Directly connected to the Haneda Excel Hotel Tokyu via a barrier-free route.
- Terminal 3 (T3): International flights. The newest terminal, opened in 2010 and expanded in 2020. The most accessible of the three terminals with wide corridors, automatic doors, and spacious elevators that can fit two power wheelchairs side by side.
A free shuttle bus connects all three terminals. The shuttle is accessible, with a low floor and ramp. Travel time between terminals is 5 to 10 minutes. The Keikyu Line and Tokyo Monorail also connect the terminals.
Accessibility Features

- Accessible toilets on every floor, including multipurpose toilets with adult-sized changing tables and space for ostomy bag management
- Autonomous WHILL wheelchairs available in departure areas for self-guided transport to your gate

Getting from Haneda to Central Tokyo
Option 1: Tokyo Monorail
The Tokyo Monorail runs from Haneda to Hamamatsucho station in central Tokyo. Journey time is about 15 minutes. The fare is 500 JPY.
All stations have elevators and accessible boarding. Station staff will assist with a portable ramp if needed. Allow 15 to 20 extra minutes for staff to escort you to the platform and assist with boarding. Wheelchair spaces are available on every train.
At Hamamatsucho, you can transfer to the JR Yamanote Line (all stations accessible with staff ramp assist) to reach other parts of Tokyo.
Option 2: Keikyu Line
The Keikyu Line connects Haneda Terminal 3 directly to Shinagawa station (about 15 minutes, 300 JPY) and onward to central Tokyo. All Keikyu stations at Haneda have elevator access. Staff can deploy portable ramps for boarding. At Shinagawa, you can transfer to the JR Yamanote Line or Shinkansen.
Option 3: Taxi
Taxis are available at the exit of each terminal. A metered taxi from Haneda to central Tokyo (Shinjuku, Shibuya, Tokyo station) costs roughly 5,000 to 8,000 JPY and takes 30 to 60 minutes depending on traffic. JPN Taxi vehicles with wheelchair ramps are available but not guaranteed at the taxi rank. Option 4: Airport Limousine Bus
Airport Limousine Bus operates routes from Haneda to major hotels and stations across Tokyo. Some buses are wheelchair accessible with a lift or ramp, but you must book in advance. Narita Airport (NRT)
Narita is located about 60 km east of central Tokyo in Chiba Prefecture. It handles primarily international flights and some domestic routes. The journey to central Tokyo takes 60 to 90 minutes. Narita has three terminals and has been steadily improving accessibility, though it is an older facility than Haneda.
Terminal Layout
- Terminal 1: Major international carriers. North and South wings connected by a central building. Elevators and moving walkways throughout.
- Terminal 2: Additional international carriers and some domestic flights. Connected to Terminal 3 by a 600-meter walkway (covered, flat, but long).
- Terminal 3: Low-cost carriers. The simplest terminal with fewer amenities, but still equipped with elevators and accessible toilets.

- Accessible toilets in every gate area, with grab bars, lowered sinks, and emergency call buttons
- Free wheelchair rental at information counters in all terminals

Getting from Narita to Central Tokyo
Option 1: Narita Express (N'EX)
The Narita Express is the fastest train connection to central Tokyo, operated by JR East. Journey time to Tokyo Station is about 55 minutes. The fare is 3,070 JPY one way.
The N'EX is wheelchair accessible. Trains have a large accessible toilet that accommodates power wheelchairs, and designated wheelchair spaces in certain cars. The gap between the platform and train door is minimal. Staff at Narita Airport Station will assist with a portable ramp for boarding. Arrive at the platform at least 10 minutes before departure to allow time for staff to position the ramp.
Wheelchair dimensions must not exceed 120 cm in length/height and 70 cm in width. Book your ticket at the JR Ticket Office (Midori-no-Madoguchi) on the basement floor of Terminal 1 or Terminal 2. Ask the staff to reserve a wheelchair-accessible seat.
Option 2: Keisei Skyliner
The Keisei Skyliner runs from Narita to Nippori (36 minutes) and Ueno (41 minutes). The fare is 2,520 JPY. The Skyliner is wheelchair accessible with elevators and slopes at all stations, designated wheelchair spaces on trains, and an accessible toilet on board. The Skyliner platform is on the B1 floor of Terminal 1, reachable by elevator.
Option 3: Airport Limousine Bus
The Airport Limousine Bus runs from Narita to major Tokyo hotels and stations. Some buses are equipped with wheelchair lifts, but this service requires advance reservation. Call +81 3-3665-7220 or book online at limousinebus.co.jp at least 2 days in advance. The fare is about 3,200 JPY, and the journey takes 85 to 120 minutes depending on traffic.
Option 4: Taxi
A taxi from Narita to central Tokyo costs 20,000 to 30,000 JPY due to the distance. For accessible taxis, book through an airport transfer company in advance. This option is expensive and only recommended if other options do not work for your situation.
Our Recommendation
For wheelchair users arriving internationally, fly into Haneda if possible. It is closer to central Tokyo, newer, more accessible, and offers faster, cheaper transport options. If you arrive at Narita, the Narita Express (N'EX) is the most reliable accessible train option to central Tokyo.

Service Dogs
Service dogs and guide dogs are welcome in all airport areas, on all trains, buses, and taxis in Japan. They do not need to be muzzled. Carry your dog's documentation and health certificate. Relief areas for service dogs are located outside each terminal at both airports.
